Why is my pool still cloudy after shocking it?

Probably because you didn’t balance the chemistry first. If pH is over 7.8, chlorine becomes mostly ineffective, and high calcium hardness creates a milky haze. Fix pH to 7.4–7.6, then shock again. Run the filter 24/7 and backwash when pressure rises.
