Which Niagara Falls attraction gets you closest to the water?

Cave of the Winds puts you literally under Bridal Veil Falls, feet from the cascade — you’ll get soaked on the wooden walkway. The boat tours (Maid of the Mist or Hornblower) keep you 50–100 feet away in the basin. Journey Behind the Falls is third place; you’re separated by rock and don’t feel the falls as intensely.
