What causes a pool pump to hum but not start?

A dead start capacitor is the most common culprit. The motor gets power but can’t spin because the capacitor fails to provide the initial torque. Try manually spinning the shaft with the power off; if it spins free but still hums when powered on, replace the capacitor.
