Should I use a poncho to stay dry on a boat?

No. Ponchos are basically plastic bags that leave your lower half exposed, tear easily, and let water in through gaps around your arms and neck. On a moving boat, the lower deck catches all the splash, so you’ll still get soaked. Get a proper waterproof jacket with a hood instead.
