Should I splice a damaged extension cord or replace it?

Replace the entire extension cord. Don’t splice it—extension cords aren’t designed for safe repair by the average person, and the risk of fire or shock isn’t worth saving twenty bucks. Any break in the insulation or improper connection creates a weak point where heat builds up, moisture gets in, and you risk a short or fire. Buy a new cord; they’re cheap.
