Yes, but only with the cord completely disconnected from power and any load. Connect one lead to a conductor and the other to a different conductor or ground, then press test. Anything above 1 MΩ is passable, but 100 MΩ or more is ideal for a healthy cord. Test it dry and don’t touch bare wires while testing.
