No, you almost never need to empty it completely. Doing so risks the pool popping out of the ground or cracking the shell because fiberglass pools rely on groundwater pressure to stay put. If you must drain for repairs, keep it to 50-70% max and check local groundwater first. For cleaning, just lower the water a foot or two with a sump pump instead.
