No. The water holds the vinyl liner in place against the walls and floor. Draining it can cause the liner to shift, wrinkle, or tear, and groundwater pressure can push it up. If you must empty it, deal with groundwater first using dewatering wells or a sump pump, and call a pro — a brittle old liner might not survive.
