Should I add an 8GB or 16GB stick to my laptop?

Add the 8GB stick. 16GB total is enough for almost everything, and you save the cost difference. 24GB is only worth it if you regularly hit swap with 16GB — video editing, multiple VMs. For everyday use, 16GB is fine. Spend the savings on something else.
