Is it safe to put an extension cord under a rug?

No. Even flat extension cords can overheat, get damaged, and start a fire under a rug, plus they create a tripping hazard. The National Electrical Code bans them for a reason. Use a floor cord cover or hire an electrician for a floor outlet instead.
