How much RAM do I need for running multiple VMs?

32GB is the sweet spot. Each VM needs its own OS footprint — lightweight Linux uses 1-2GB, Windows needs at least 4GB. With 32GB you can run 3-4 VMs comfortably or give one big VM 16GB for databases. 16GB works for one VM or tiny containers, but for serious virtualization, 32GB is the minimum.
