Does a GFCI extension cord add protection to a non-GFCI outdoor outlet?

Yes. The GFCI is built into the cord, so it protects whatever is plugged into it regardless of the wall outlet. It only protects that device, not other outlets on the same circuit. For occasional use it’s fine, but for regular use, replace the outlet with a GFCI.
