Can I use an indoor extension cord outside if it's under cover?

No. Indoor extension cords aren’t built for moisture, temperature swings, or UV, and even under cover, humidity, condensation, and rain splashes can degrade them. They also usually lack a built-in GFCI, increasing shock and fire risk. Spend the extra few bucks on an outdoor-rated cord with thicker insulation and sealed plugs.
