Can I lower my pool pH without using chemicals?

No. Aeration raises pH, and rain is too inconsistent. The only reliable way to lower high pH is adding an acid like muriatic acid or sodium bisulfate. High pH causes scaling, cloudy water, and makes chlorine useless — and running your pump longer or adding a fountain will make it worse.
