The cover is a parody of 1960s radio ads. It mimics the style of pirate radio stations that The Who admired.
Pete Townshend is shown applying Odorono deodorant. This was a real product, and the band used it to mock commercialism.
Roger Daltrey sits in a bathtub filled with Heinz baked beans. The beans were real, and Daltrey reportedly got cold and sticky during the shoot.
The album’s inner sleeve and back cover also feature fake ads. These include ads for a “Medac” spot cream and a “Charles Atlas” bodybuilding course.
The cover was designed by art director David King. He intentionally made it look cheap and amateurish to match the pirate radio aesthetic.
