Your pH is too high If pH is above 7.8, shock won’t work properly and particles won’t clump together for the filter to catch.
Your filter isn’t running long enough Shock kills algae and bacteria but doesn’t remove the dead debris. Run the pump 24 hours after shocking and clean or backwash the filter.
Your stabilizer (CYA) is too high High cyanuric acid locks up chlorine so it never oxidizes anything. Also check calcium hardness.
You used the wrong type of shock Non-chlorine shock only oxidizes, it doesn’t kill algae. If you have algae, you need chlorine shock.
