Plex itself uses very little RAM Unless you are doing in-memory transcoding, Plex barely touches your RAM. Most setups run fine with 8GB.
Docker containers are lightweight Unless you are running a dozen heavy databases, your Docker containers will typically use under 2GB total. File sharing uses almost nothing.
32GB is unnecessary headroom 16GB gives you plenty of room for future containers. Spend the extra money on a better CPU for transcoding or more storage instead.
